Executive Order 13795: Implementing an America-First Offshore Energy Strategy

President: Donald J. Trump

Directed review of offshore leasing, seismic permits and marine-sanctuary decisions; revoked in 2021.

Status: Revoked — by EO 13990.

Is Executive Order 13795 still in effect? No. EO 13990 revoked it.

What does Executive Order 13795 do?

EO 13795 directed Interior to consider revising the offshore oil and gas leasing schedule and to develop a streamlined approach for privately funded seismic surveys, within the Outer Continental Shelf Lands Act. It also directed reviews affecting marine sanctuaries and offshore regulation. It did not itself hold a lease sale, grant a seismic permit or remove a sanctuary designation. EO 13990 expressly revoked the order on January 20, 2021. Later rescission of EO 13990 did not expressly restore EO 13795.

Administration position: The predicted energy and economic benefits were administration policy claims, not outcomes established by the directive.
