What does Executive Order 13814 do?
EO 13814 added language to EO 13223 invoking the authorities in 10 USC 688 and 690 for use during the national emergency declared after the September 2001 attacks. Those provisions concern ordering certain retired and reserve military personnel to active duty. The order made statutory powers available to the relevant service secretaries, with Defense Department direction where specified. It did not itself call up a named person or create a new statutory power.
