Executive Order 12983: Amendment to Executive Order No. 12871

President: Bill Clinton

Added federal manager representatives and a progress report to the National Partnership Council’s labor-management program.

Status: Revoked. Is Executive Order 12983 still in effect? No. Executive Order 12983 was revoked. See Federal Register record.

What does Executive Order 12983 do?

EO 12983 added the elected heads of the Senior Executives Association and Federal Managers Association to the National Partnership Council. It called for wider consultation and an October 1996 report on federal labor-management partnership. A later Defense Department annual report expressly refers to the council’s October 1996 Report to the President and cites its estimate that partnership arrangements covered 61 percent of represented Defense employees. That departmental figure is not a government-wide outcome or proof that the added seats produced it. EO 13203 revoked the parent order and directed dissolution in 2001.

Administration position: The order adjusted an internal federal labor-management advisory program. It did not amend collective-bargaining rights in the governing civil-service statute.
