Executive Order 13063: Level V of the Executive Schedule: Removal of the executive director, Pension Benefit Guaranty Corporation, Department of Labor

President: Bill Clinton

Removed the PBGC Executive Director position from Level V of the Executive Schedule.

Status: Completed/expired.

Is Executive Order 13063 still in effect? No. Completed pay-classification change; later statutes renamed the office and established the current appointment and compensation framework.

What does Executive Order 13063 do?

EO 13063 exercised presidential authority under 5 U.S.C. §5317 to remove the Pension Benefit Guaranty Corporation’s Executive Director from the Level V list. The Pension Protection Act of 2006 established the Senate-confirmed Director position and placed it at Level IV. MAP-21 added a five-year term in 2012. The 1997 order is therefore a historical step in a later-reworked framework.

Administration position: The order changed the position’s pay classification; it did not change pension guarantees, PBGC benefit decisions or the agency’s governing board.
