Executive Order 13187: The President's Disability Employment Partnership Board

President: Bill Clinton

Proposed a public-private presidential board to promote employment and entrepreneurship for people with disabilities.

Status: In effect. Is Executive Order 13187 still in effect? Yes. Executive Order 13187 remains in effect. See Federal Register record.

What does Executive Order 13187 do?

EO 13187 created the President’s Disability Employment Partnership Board and revoked the older President’s Committee on Employment of People with Disabilities, transferring its resources to Labor. The new 15-member board was to advise on employer partnerships, entrepreneurship and federal procurement. Official retrospective analysis reports that the board was never constituted; the Office of Disability Employment Policy and later executive initiatives became the practical successors.

Claim-level review October 2, 2026: EO 13187 also revoked EO 12640 and amended EO 13078. The NCD retrospective distinguishes the board's creation from actual operation; later disability-employment structures do not show that this board met.

Administration position: The order created an advisory body, not individual hiring or contracting entitlements.
