Executive Order 13807: Establishing Discipline and Accountability in the Environmental Review and Permitting Process for Infrastructure Projects

President: Donald J. Trump

Set interagency environmental-review coordination and a two-year goal for major infrastructure projects; revoked in 2021.

Status: Revoked — by EO 13990.

Is Executive Order 13807 still in effect? No. EO 13990 revoked it.

What does Executive Order 13807 do?

EO 13807 directed agencies to coordinate environmental reviews and authorizations for major infrastructure projects, with a goal of completing federal decisions within two years. It set lead-agency responsibilities and accountability processes, but did not waive environmental statutes or itself issue permits. EO 13990 expressly revoked it on January 20, 2021. Later rescission of EO 13990 did not expressly restore EO 13807; subsequent permitting rules and orders have their own legal bases.

Administration position: The order’s anticipated speed and economic gains were policy goals, not measured outcomes.
