Executive Order 14057: Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability

President: Joseph R. Biden Jr.

Set government-wide goals for carbon-free electricity, zero-emission vehicle purchases, lower building emissions, sustainable acquisition and net-zero federal operations.

Status: Revoked.

Is Executive Order 14057 still in effect? No. Executive Order 14148 revoked Executive Order 14057 on January 20, 2025. Its government-wide sustainability targets no longer apply as presidential instructions; statutory energy and procurement requirements remain separate.

What does Executive Order 14057 do?

Biden used federal purchasing and property management to set a government-wide sustainability program. The targets included carbon-pollution-free electricity on a net annual basis by 2030, with half matched hour by hour; all zero-emission vehicle acquisitions by 2035, including light-duty vehicles by 2027; and net-zero building portfolios by 2045. It also sought a 65 percent reduction in operational scope 1 and 2 emissions by 2030 against a 2008 baseline. Signed text.

These targets governed agency operations and procurement, not every private building or personal vehicle. Agencies were to establish their own performance targets, increase energy and water efficiency, reduce waste and consider construction materials’ embodied emissions through Buy Clean policy. Climate resilience and environmental-justice considerations were integrated into facility and fleet decisions. An annual net-zero electricity target and hourly matching were expressly different measures, so annual renewable purchases alone did not satisfy the separate 24/7 objective. Signed text.

The order restored the Office of the Federal Chief Sustainability Officer within CEQ and assigned agency sustainability officers, plans and interagency working groups. It revoked Trump’s EO 13834. Contractors could be affected through government purchasing preferences and subsequent procurement requirements, while agencies retained legal limits, national-security exemptions and mission-specific responsibilities. The order was an operating framework with future milestones, not a claim that the federal estate had already reached net zero. Signed text.

Before and after

Before the order

EO 13834 had emphasized efficient federal operations without this set of carbon-free electricity, zero-emission fleet and net-zero building targets. EO 14057 replaced it with quantified government-wide goals and new coordination machinery. Existing statutory energy, acquisition and building obligations continued alongside the executive targets; agency action had to distinguish what was legally required by Congress from what this administration required as management policy. Signed text.

After the order

CEQ published detailed implementing instructions in August 2022. These translated the order into planning, accounting and acquisition guidance rather than changing the text of a congressional energy statute. The administration also developed building-performance guidance. EO 14148 revoked the order on January 20, 2025, removing the presidential framework before its principal 2030–2045 milestones; procurement contracts and regulations require their own legal analysis after that reversal.
