Executive Order 13621: White House Initiative on Educational Excellence for African Americans
President: Barack Obama
Created an Education Department initiative and commission focused on improving educational outcomes for African American students.
Status: Superseded. Is Executive Order 13621 still in effect? No. Executive Order 13621 was superseded. See Executive Order 14050: White House Initiative on Advancing Educational Equity, Excellence, and Economic Opportunity for Black Americans.
What does Executive Order 13621 do?
EO 13621 established a White House initiative, an interagency working group and a presidential advisory commission to address educational disparities affecting African American students from early learning through college and careers. EO 14050 expressly superseded it in 2021 with a broader equity initiative. President Trump revoked EO 14050 in January 2025, but that did not restore the superseded 2012 machinery.
Later evidence reviewed September 23, 2026: EO 14148 revoked EO 14050 without reviving EO 13621. Federal Register — EO 14148. Revoking a successor order did not automatically reinstate the older revoked order.
